Greater MN Programs for Video Remote Interpreting

New Equipment Reimbursement Program

Introduction

To be eligible for this program, interpreter must:

Live in Greater Minnesota
Intend to use the equipment for the primary purpose of providing VRI services
Be purchasing equipment from the eligible items listed below

Equipment Requirements

Computer

To be eligible, a computer should have the following characteristics. Both laptop and desktop models are eligible, as are either PC or Mac operating systems.

Processor (CPU): At least an Intel i5 or equivalent AMD Ryzen 5 series. This will ensure smooth video processing and multitasking capabilities.
Memory (RAM): Minimum of 8GB RAM, though 16GB is recommended for more demanding video processing and multitasking.
Storage: Solid State Drive (SSD) with at least 256GB of storage for quicker boot times and file access. A larger capacity (512GB or more) is recommended if storing many videos or large files.
Graphics: Integrated graphics (such as Intel HD Graphics or AMD Radeon Graphics) are sufficient for basic VRI tasks. However, a dedicated graphics card (such as NVIDIA GeForce GTX 1650 or better) may be beneficial for higher-resolution video or more intensive graphic tasks.
Monitor: A minimum of 15-inch screen for laptops, and for desktops, a 21-inch or larger monitor. Higher resolution (Full HD 1920×1080 or better) is recommended for clear video quality.

Peripherals/Accessories

The following computer accessories and peripherals are eligible for reimbursement as long as the meet the minimum quality standards.

Webcam: A high-definition webcam with at least 1080p resolution. Consider webcams that offer clear image quality in various lighting conditions and have a good field of view to capture sign language gestures completely. Some suggested options: Logitech C920 PRO HD Webcam, Logitech BRIO Webcam.
Monitor: A second monitor connected to the computer offers greater flexibility when accepting complex VRI assignments – some of which require a second monitor.
Headset with Microphone: A noise-cancelling headset to ensure clear audio quality. This is important for understanding spoken language and for clarity when speaking.
Uninterruptible Power Supply (UPS): For desktop setups, a UPS can protect against data loss during power outages and ensure the interpreter remains online during short outages. Most laptops have built in batteries that supply power if the outlet power fails.
External Keyboard and Mouse: For desktop setups or even for laptops, special configuration keyboards or ergonomic mouse to ensure comfortable positioning and use over long periods.

Internet Router

Speed: A minimum of 10 Mbps download and 5 Mbps upload speed for individual use. Higher speeds (20 Mbps download and 10 Mbps upload) are recommended if multiple devices are connected or for higher quality video.
Stability: Consider a wired Ethernet connection for the most stable internet connection. If using Wi-Fi, ensure a strong and reliable signal.

Ergonomic Chair/Desk

Adjustable Chair and Desk: Promotes good posture and reduces the risk of strain or injury during long interpreting sessions.

Lighting and Backdrops

Lighting: Good quality lighting, preferably LED lamps that can illuminate the face and hands clearly without creating harsh shadows. Adjustable brightness and color temperature can help in different environments.
Backdrop: A neutral, solid-colored backdrop (blue or green are often preferred) to minimize distractions and ensure focus on the interpreter. Portable backdrop stands are available for flexibility.

Equipment Replacement Schedule

All eligible purchases of approved equipment have limitations on how often they can be replaced. Here is a list of the equipment categories and how often it can be replaced:

Computer: after 3 years
Accessories/peripherals: after 1 year
Internet router: after 2 years
Ergonomics: after 1 year
Lighting and backdrops: after 2 years

Contact ASLIS at stategrants@aslis.com if a piece of equipment needs to be replaced and it occurs before the retention period has expired. ASLIS will determine if an exception can be made, and if new equipment can be purchased.

How to apply

Interpreters wishing to receive funds should fill out the VRI Equipment Program Application.

Applications are reviewed by the VRI Grant team and either approved or declined.

After approval is given, the interpreter is prompted to fill out the Proof of Purchase form.
